Item Open Access Service Based Count Toolkit(Affordable Housing and Homelessness Working Group, 2020) Bickerton, Janet; Roy, Lilla; Vassallo, PeggyThe Cape Breton Regional Municipality (CBRM) Affordable Housing and Homelessness Working Group (AHHWG) decided to develop a Service Based Count Toolkit for two reasons - in part to document the CBRM study of counting and understanding homelessness, and in part to share this method with other communities, along with tips and lessons learned. This region is also the Eastern Zone of Nova Scotia Health. A service-based homelessness count is particularly effective at estimating the number of people experiencing homelessness in more rural areas such as this, where homelessness is sometimes hidden and where formal services (such as emergency shelters and transitional housing) may be lacking.
